Problems solved!

Thanks a little advice from Peter Coghlan about oscilloscope trigger 
settings, I do now get a reading on NPGFC. Still didn't work though.

Then I did some continuity checking. Pins 7 and 15 should be giving the 
same signal but they weren't... then it hit me. In the process of 
flipping the stripboard over to connect the two pins, I forgot to mirror 
image. I had pins 2 and 10 connected instead. One quick solder job later...

Aha! IDE drive detected by ADFS, formatted by HDInit, and <expletive> me 
does Exile load fast....
