I've had a few Model Bs over the last while with a single faulty RAM chip each which has caused them to not start up. It could be something like this, though it's difficult to accertain if RAM is a problem and even harder to find replacement chips. Does the B+ have the jumper so you can tell it use either the lower or higher memory banks?
