One could say *Save for a zero-byte file is unsuitable. It's a fair 
assumption that *Save is to be saving something.

Alternatives?
   OPENOUT#...
   CLOSE#...
   (and the OS calls to do the same thing)

Or, more simply, *Create on systems that offer this command.
