Uhh.. is this a trick question? I used paper glue to stick
plain paper labels on floppy disks back in 1990 and they still
stick to the surface. I can't say if they are "peel proof" but
for regular handling it should work great.
If you need to secure even more, use regular tape. I have a few
disks where I fixated the label on the edges and it also still
holds almost 20 years later.
Generally, I found paper glue and similar products doing a much
better job than you would expect when used on non-certified materials.
