yups.  The DSL light should be flashing while it's looking for a
connection.  If it stays off, then, assuming it's like other models,
it thinks there is no 'phone line connected.  Which would indicate
something up with the discretes or tracks between the connector and
the chip..

A quick check, make sure the line connector hasn't got dodgy
connections to the PCB - a bit of ham-fistedness in it's past can
easily break these.
